Language Proficiency — FCL.055
Radiotelephony only works if every participant actually understands what is said — which is why pilots must formally demonstrate language proficiency (LP) in the language they use on the radio. For the PPL pilot this determines whether you may fly abroad, and the LP levels with their re-evaluation intervals are standard exam material. Take care to keep the ICAO recommendation and the EASA rule apart: the intervals differ.
The ICAO framework (Annex 1)
ICAO Annex 1 (with the rating scale in its Appendix) requires demonstrated language proficiency for pilots operating internationally. Proficiency is graded on a six-level scale; Level 4 (Operational) is the minimum for radio communication. ICAO (supported by Doc 9835) recommends periodic re-evaluation:

Languages: English is the standard for international operations. Other languages (German, Spanish, etc.) are acceptable for national operations — the pilot needs LP in the language actually used by ATC.
Europe (EASA / EU) — FCL.055
FCL.055 implements the ICAO scheme for EASA licence holders. Pilots required to use the radiotelephone must not exercise their privileges without a language proficiency endorsement on their licence, in English or the language used for radiotelephony on the flight.
EASA validity periods (note: they differ from the ICAO recommendation at Level 4):

Practical consequences for the PPL pilot
- National VFR: LP in the ATC language suffices — e.g. German LP for German pilots flying within Germany.
- International VFR: English LP Level 4 minimum.
- IFR: English LP Level 4 minimum.
- The radio operator certificate (BZF/AZF in Germany) is a separate qualification — see Subject 090 (Communications). LP proves language skill; the radio certificate proves R/T procedure knowledge.
Germany (national)
In Germany, LP endorsements are administered by the Landesluftfahrtbehörde (regional aviation authority) and assessments are conducted by certified LP examiners/assessment bodies.
Exam essentials
- Pilots must hold a language proficiency endorsement in English or in the language used for radiotelephony (FCL.055).
- ICAO Level 4 (Operational) is the minimum level for exercising radio privileges.
- ICAO recommends re-evaluation of Level 4 every 3 years and Level 5 every 6 years; Level 6 requires no re-evaluation.
- Under EASA FCL.055, the endorsement is valid 4 years at Level 4 and 6 years at Level 5; Level 6 is valid indefinitely.
- For international VFR and for IFR, English language proficiency of at least Level 4 is required.
- Language proficiency and the radio operator certificate (BZF/AZF) are separate qualifications.
