Language Proficiency — FCL.055 (LP)
General (ICAO)
ICAO Annex 1 Appendix 1 requires language proficiency for all pilots flying internationally.
LP levels per ICAO

LP languages
- English is standard for international ops.
- Other languages (German, Spanish, etc.) acceptable for national ops — pilot needs LP in the ATC language.
Europe (EASA / EU)
FCL.055 — LP endorsement
- LP endorsement in logbook or licence.
- English LP level 4 minimum for international VFR, IFR.
- Refresher exam every 4 (level 4) or 6 years (level 5).
Practical PPL consequence
- National VFR: German LP suffices (for German pilots in Germany).
- International VFR: English LP level 4 minimum.
- IFR: English LP level 4 minimum.

Germany (national)
In Germany LP endorsements are issued by the Landesluftfahrtbehörde or by certified LP examiners.
