EUROCONTROL

EUROCONTROL is the European organisation that keeps the continent's air traffic flowing as one network: it processes every flight plan filed in Europe, manages traffic flow, and collects route charges. For the PPL exam you must know what kind of organisation it is (intergovernmental — not an EU agency), what its main tasks are, and how it differs from EASA.

What EUROCONTROL is

EUROCONTROL — the European Organisation for the Safety of Air Navigation — is an intergovernmental organisation, founded by the EUROCONTROL Convention of 13 December 1960 (revised several times, most recently in 1997). It has 41 member states (as of 2024) and is headquartered in Brussels, with operational centres in Maastricht (UAC), Brétigny and Luxembourg.

Two things follow from "intergovernmental": EUROCONTROL is not an EU institution, and its membership is not identical to the EU's — some EUROCONTROL members are outside the EU, and vice versa. ICAO sets the global standards; EUROCONTROL is one of the bodies through which they are put into operation regionally in Europe.

Network Manager — Europe's traffic flow coordinator

The European Commission designated EUROCONTROL as Network Manager (NM) for the European ATM network — originally under Regulation (EU) 677/2011, now Regulation (EU) 2019/123. This is a key role in the Single European Sky. Its tasks:

• European route network design — planning the continent-wide route structure.
• Air Traffic Flow and Capacity Management (ATFCM) — balancing demand against sector capacity, issuing departure slots when sectors would otherwise overload.
• Crisis coordination (e.g. volcanic ash, large-scale disruptions).
• Operating the Initial Flight Plan Processing System (IFPS) — the central system that receives, validates and distributes all ICAO flight plans in Europe. When you file an IFR or cross-border flight plan, IFPS is where it goes.

Central Route Charges Office (CRCO)

The CRCO levies en-route navigation charges centrally on behalf of the participating states and passes the revenue on to the respective air navigation service providers. For airspace users this means one bill instead of one per country overflown.

Maastricht Upper Area Control Centre (MUAC)

MUAC is an area control centre operated directly by EUROCONTROL. It controls the upper airspace above FL245 over Belgium, the Netherlands, Luxembourg and north-western Germany — a rare case of international, cross-border air traffic control.

Strategy, research and training

• SESAR (Single European Sky ATM Research) — the R&D programme modernising European ATM, run jointly with the EU and industry; EUROCONTROL co-authors the European ATM Master Plan.
• The EUROCONTROL Institute of Air Navigation Services (IANS) in Luxembourg trains controllers and specialists.
• EUROCONTROL publishes the Europe-wide AIRAC calendar of effective dates for aeronautical information (congruent with the ICAO AIRAC cycle) and common technical specifications, e.g. for flight-plan processing.

EUROCONTROL and EASA — who does what

Germany (national)

Germany is a founding member of EUROCONTROL. In practice:

• DFS Deutsche Flugsicherung participates in the Network Manager's ATM network.
• German en-route charges are collected via the CRCO.
• The upper airspace above FL245 over north-western Germany is controlled by MUAC Maastricht, not by DFS.
